She authored a collaborative plan for the Volunteer Center of Silicon Valley and Santa Clara County Emergency Managers Association which provides countywide regional coordination for volunteers in a disaster. Kelle also works with the State of California and recently co-authored the Spontaneous Volunteer Management Plan Template for Local Government for the California Service Corps and has provided training on this template throughout the state. She also helped develop Medical Volunteers for Disaster Response for the Santa Clara County Public Health Department, an innovative registry of medical volunteers available to respond in a disaster or public health emergency that is the first of its kind in the State of California. Kelle co-authored area and local template plans for managing volunteers in an oil spill for the California Department of Fish and Game; and Volunteers for the City: A How-To Manual for Developing or Enhancing Municipal Volunteer Programs. Kelle currently serves as a member of the faculty for San Jose State University's Continuing Education Program in Nonprofit Management. She believes in the importance of teaching the value of service to our society’s next generation of volunteers.
